Question on garrisons...

Example...as CP I beseiged and took Antwerp, a major Belgium city. I know there is some EP I gain by doing this but i can't locate it in the manual. Do I gain anything from a production stand point?
Also, I seem to have read that I should garrison concured cities in order to take advantage of the EP it will produce. Is this correct?
Finally..how to form a garrison? Is it just done by peeling off a detatchment corp and leave it in the city?

Garrisons are deployed by game setup, and cannot be formed later.

Conquered EPs are halved down... at least so I recall.
