Ownership of Regions

Just had an oddity - a GB HQ moved into St Mihiel, which had been previously occupied by German AI. There followed an August interphase then a slew of messages amongst which GB gained a NW point for capturing the region. The next message docked France one NW point because the enemy had captured one of its regions. :confused:
