How are subsidiary corps or floating units assigned to other HQ's? I have situations (particularly for Austria-Hungary) where I would like to reassign units to a closer HQ after having to move them further from their parent HQ by rail move etc.

Is there a way to do this (I can't imagine there isn't)? If so, what phase must this be done in and how?

Select the unit normally. Then click and hold the right mouse button, with the button held, move the unit slightly in any direction (without leaving the area).Then release button. A list should come up giving you a choice to make it independant or assign to a new army. I hope this helps you.
