Seems I can play this but when I go to activate it on the pop-up for the event it tells me 'Not all conditions met'. What conditions do I have to meet??

If working with an old savegame it doen not work, because the fix concern the event scripts, so you are having the old bugged scripts inside your savegame.

New games will allow you to play this event in any moment.

Regarding playable events, would it be possible to get the greyed out event icons back for those that I can just discard as the conditions are not met, and the 'normal' icons (as currently shown for all events) indicating which events are actually playable?! Would save me the continued checks in different phases.

Unfortunately not. The graphic engine would make you unable to click on the button if grayed out (disabled)...

Still can't seem to play this event with new patch.

I did a total reinstall of the game to.

This is why you are working with an old savegame...
Bugged event's script is inside your savegame, so it must be fixed there... on your PC.
If you post here your (zipped) savegame, I can apply a "personal" patch, for you!
