USA Naval Transport

I see that with 1.04f the USA now have 3 naval transport points. How exactly does naval transport work? The US 1st Army has three elements, infantry, cavalry and marines, so there should be enough transport available. Hitting the naval transport button I can transfer the 1st army to Canada or even to the middle of the Atlantic Ocean located in the USA/Canada/Africa minimap.

What I cannot do is transfer the army to France or Britain. The Mediterranean and offshore southern France are highlighted yellow/green, but I drag and drop does not work here either.

What am I doing wrong?

You can transport max 3 corps. The nearest allowed target is Ireland. Send the three corps there before. Following turn... France! ;)

Yes, that makes perfect sense. Ireland is coloured yellow/green as a destination.
