Events Question

As the Central Powers have already declared war on Belgium in early 1914, does the "Entente Declare War on Belgium" event ever get played?

Also would it be possible at some stage to give a clear indication of how many turns each event applies to (or whether throughout the game) when choosing events and when deciding to play them? I have just wasted a couple of events which looked like they might give a permanent advantage but actually only applied for a couple of turns.

I have never got this event to work! Even when you go for Russia first? :confused:

Yes if you go for a Russia first plan (Moltke plan, right?) you don't violate Belgian neutrality. Then the event card could be played in order to damage the allies standing with America.

At least that's my understanding of this event
