British III and IV Army missing?

In V 1.04c, Grand Campaign, Summer 1916, British III and IV Army seem to be missing. They're not in the HQ bar. Non of the associated corps can be placed.

Maybe WAD, because connected with conscription rules?

Mmmh... maybe you are right! Didn't you activate the political option "Conscription"?

To be investigated anyway! This game is really complex...
