Did you try to improve the wartime economy?
"Improve wartime economy" is flawed, it works in reverse....ie when you select "improve the wartime economy" the CIVILLIAN economy increases and WAR TIME economy decreases.
This is confirmed in all of my games. You can check it quickly yourself. Start in 1914, get Britain into the war and "Improve" its economy. The civillian economy goes UP from 9 to 10. (It should decrease from 9 to 8)
I suspect this is simply an incorrect value in one of the Excel files. (for example it is probably set to a +1 value instead of -1) but my understanding of the code in the excel files is pretty basic.
Perhaps some one a bit more knowledgable can fill us in.
Just checked. Calvinus says that a bug in wartime economy was fixed in 1.04a.
I am running 1.04a so I am not sure if that is the same bug or not, but if so it may need a little more work.

You assertion that Improve wartime economy is working in reverse seems to be correct. I suspected this was the case as well when my munitions production nose dived. I asked here if the slider was broken as I recall, it now appears you are killing your munitions production by implimenting the IWP.
Frankly if this is the case im amazed this came in under the radar givin how important munitions production is.

I downloaded the 1.04b patch. Haven't played through far enough to see if this has been corrected, but looking at the event in the excel files it looks like it may have been.

I just had the same problem playing the central powers - no income! The budget screen looked like the one in the screenshot in the first post of this thread.
I did not choose the "Improve wartime economy"-Option, I play 1.04c. I checked the .exe, it has been replaced correctly by the patch ...
Edit: OK, I just read (in the technical support forum :confused

that this is a bug in 1.04c and will be solved in 1.04d.
