New Generals

When you gain a new general via a political event/action where/when does it show up. I've had it say I was successful gaining a new general, but I've yet to find where/when it will show up for me to assign. Is it then intuitive how to assign the new general?

It will show up on a HQ currently with no historical general. If ALL your HQs are with a named general, it will either show when you sack one, or on the next HQ you receive..
