I achieved sub warfare(not total) doctrine on the political front, but I still have no clue how to send some subs out. I can't move the from the Scheer fleet out into the sea?

What do I have to do to use my subs??

Ok I believe I figured it out. Was on wrong group and I just need to give them a patrol mission and then send them out.
