Why is it possible only to create the General Gouvernement of Poland and not the Kingdon of Lituania, Kingdom of Finland, or United Baltic Duchy, or
Duchy of Courland and Semigallia, or Republik of Ukraina? All States occupieds by Central Pover after Treatry of brest-Litvosk (1918).
Will be possibile in the futures patch to create the institutions of Gouvernement of Occupied Country for Allied and Central Powers both?
For example the Kingdom of Belgique under Central Power, the Renania under Allied, etc...
