Diplomatic modifiers

Hi Calvinus,

My journey through World War One has me on diplomatic modifiers. I was trying to match up the printed rules with the game tables to see what can be modified and what can't. To give you an example, the rules say that if the Goeben goes to turkey there is a -1 diplomatic modifier to Greece. I looked in the Goeben event and could not see it and have looked in other places as well and can't see it. Does this effect exist in the game. I have had a good look and can't see were this would be modified. Its not just this one, I have a few others as well.
