It makes little sense that British forces cannot redeploy in France because the hexes are controlled by France and not the UK. Meanwhile the French army can be freely redeployed in France from top to bottom. Surely it makes more sense to allow redeployment within friendly controlled hexes among a side irrespective of what nation control the hex?
Not in WW1. Knowing the tumultuous relationship between French, Haig, and the French GHQ, I think it makes rather sense.
British officers were very zealous in keeping tabs to themselves, and to them the Frenchs were a bunch of military amateurs that, if left to their own devices, would bleed the BEF in pointless frontal offensives. They started to distrust the French commanders as soon as they debarked in France. In their minds the BEF were an autonomous force of an equal ally, with its own zone of control and chain of command. They systematically refused any attempt of an unified command until late 1918 when it was becoming obvious they were winning the war.
Britain would have never accepted to redeploy anywhere but where they could be easily supplied - and easily redeployed back to Britain if things didn't go right. Hence why they can only be redeployed in hexes they control.
