13 Corps in Reserve

Was playing a turn last night as the Kaiser. I attacked an entrenched French
stack. The Battle screen popped up and I saw the number (13) next to the word 'reserves'. I only had one corps in reserve in the attacking army and 5 corps in the GHQ. It turns out that the reserve had other army HQ reserves in it. Is this WAD? I think almost every other HQ reserve on the Western Front showed up in the Battle Screen.

Working as designed, yes. During Trench Warfare, you can call almost all reserves (HQs/GHQ) on the West Front. On the East Front depends instead on the distance from the battle location...

ok thanks. I read the manual but couldn't be certain if only GHQ reserves could be called upon or all the other HQs as well.
