You are correct. Asking for an "audience" will affect things such as getting agricultural support, right of passage, and actual intervention.
It is possible to use the "send on mission" option so you can get the benefit of the diplomat immediately rather than waiting for the use of "ask for audience" option.
How this all plays out depends on how persistent you are with that target country-and, of course, how persistent your enemy is.
Playing as the CP in 1914, I can count on getting Turkey into the alliance during August, France can get the UK in. The TE ai spends some resources on influencing The Netherlands. This should be countered by Germany/CP as you need those economic points from them and Scandinavia. Germany does not really need those economic points at the start of the game so you are free to use you diplomats in other way's.
Be advised that sometimes the result of a mission is opposite of what you wished for. I assume this is due to enemy diplomats being present in the target nation.
