What ARE those Little Flagpoles?

In this image you can see some little flag poles with a Russian flag (I'm playing Central Powers). There is one in "Rzin" (the region just south of Ivangorod) that has a 5 in a gold circle, then below that a Russian flag, then below that some arrows pointing in two directions that are no longer gold, their gray.

I'm guessing this is telling me something about having cut off Russian supply to the Armies that are down by Posen?

It tells you that the railroad passing through the area is still ( in your case ) Russian. You have to convert the rail road to be able to use it.

So... the yellow numbers on the cute little railroad signpost thingies indicate the rail capacity for that region... right?
