No right of passage?

I'm playing CP and I'm in jan-feb 1915. Belgium surrendered last turn, which is fine, but now I can't enter the areas of Belgium that I hadn't conquered before they surrendered. This is a problem because the British has a stack in one of those areas. When I look at the diplomatic screen it says that Belgiums diplomacy level is 4, and right of passage won't be granted untill level 8.

Shouldn't I have right of passage after an unconditional surrender, or at least get the option to refuse their surrender?

Good point... in practice, when the nation surrenders, it ceases to function as a diplomatic target (and the conquering alliance has all full right of passage)...

Ok, I just added an automatic right of passage for all belligerant nations every time a coutry capitulates. :thumbsup:

Edit: added also the grant of supply.
