Naval Question

i have a small question regarding rule 14.8.2 German Overseas Raiders. Do the ships must have a raid mission or is it enough to move the ships in a ocean hex?

These "raider" small fleets perform an automatic raid test against British cities (causing loss of EPs) and fleets (causing ship losses). Also, you can plan additional missions... ;)
