British naval reinforcements in Brussels?

Two concerns

a) Belgium is neutral
b) Brussels is inland without a port

Can anyone help explain what is going on?

September 1914? This is theoretically the British Naval Brigade (Marine troops, not ships) that joins the Belgium army (it is scheduled to arrive in Antwerp)...
Not a bug but some events conditions that need fixing...the real problem here is that Belgium is neutral...
