I remember there was a boardgame rule that prevented the British GHQ to be moved before...But I guess this rule has not been ported to the PC game.
Do not worry, if you are in range, units can "cross" the sea.So if you concentrate the British forces in the north of France (Calais, Lille, etc.... historically), you should be able to grab units from the GHQ reserves.

1) top frame display wrong : shown the absolute sea transport capacity, wrongly calculated;
2) when planning the movement, the constraint was not calculated on the number of corps, but of units (so including artillery, support units, etc.).
Fixed with the new patch.
