What If Campaigns...

Hello,
Just wondering how easy to make mods.
Would love to do some what if's.
A great one would be 'Claim America!'.
I could see two large fleets sailing to America...
With Events, could it be easy enough to have a blank map and as units capture/explore areas for the settlements and stockade to be built...
Strictly PBEM. This would be quite a task to make it against AI, but with PBEM I could see this being quite fun. Dutch, English, French, Spanish.
Units would be quite simple. And to make it Fair, give both sides exactly same units all the time. It would be up to them to 'Claim America' as they see fit!
