Cape Hatteras not coastal

I don't know if this was intended but cape Hataras is not listed as a coastal provence, even though it looks like it is supposed to be in the 1775 whites of their eyes scenerio.

I think it's so in order to prevent the rebels from transporting large number of troops directly from noth to south using just bateux.
