A few small misplacements

I've noticed a few more misplaced units at the start of the 1778 scenarios ("Forward from Valley Forge" and "Decision in the North"). This is with the 1.07b patch.
--The British general Daniel Jones is present both in New York and Oswego.
--British "Loyal New England" militia units in Newport, RI are classed as MA militia. I assume that they should be loyal Rhode Islanders.
--American "1st Rhode Island" militia in Providence, RI are classed as NY militia.
