Units with limits by territory

I note that the units with penalties for leaving certain areas no longer have witch new patch
For example in 1775 scenary, the english militia of Canada not Suffer restrictions on leaving the Canada
The alert is no longer active
The same problem is found in leaders
Before the patch worked well :siffle:
