Missing event text

Playing the AWI campaign as the Redcoats and have noticed twice now the following message, "Opt_notify_USA_GBR_TechUpgrade" in the messsages box.

I,ve seen this also. But what does that line mean? Some sort of weapons or tactic upgrade?
