Militia from wrong state?

I was looking at the short Cornwallis southern scenario--"Southern Failure" I think it's called. I noticed that the British have a few militia units called "Carolina Tories" and "Virginia Tories," but these are classed as being from Georgia (meaning they have a penalty when fighting in the Carolinas or Virginia).

Is this WAD? I believe the British started this campaign from Georgia, but the labels imply that the units are rallied locals.

....and I'll have to doo a 'rules review' about out of state fighting penalty.
I know they gain an advantage to avoid winter disbanding at home.....

Militia out of "home" [state or theater as defined in Model] suffer TQ - 3 and 33% move reduction.

...and when "home" they gain +10 Cohesion.

Remind me after RoP is released to look at this scenario...

I can't find anything in the "model" files - is the definition of home given in the unit files as e.g. "AltArea = $Deep_South"?

I have a clarification question and lets use FIW as an example.

Is North Carolina Militia only "normal" (no penalty) in North Carolina or anywhere in the Deep South?

And once Militia is trained into Provisionals, does that penalty go away?

NC only.

Trained Provisionals are at home evrywhere (no penalties)

"Normal Provisionals" still carry same "normal at home"

AFAICT, TP elements take British regular replacements and count as regulars for garrisoning strategic/objective cities.

Is there any way they differ from British regulars (apart from their lower stats)?

(And btw, not that it matters, but is it "Provisional" or "Provincial"?)

Provincial

The way to differentiate is to play the COL variants.
Therre the militia and Provos are a different subfaction, with separate replacements and C&C issues (like GBR with GER mercs)
