No, it doesnt. Increased sizes of forces will lead to army and corps if there is a capable leader. No MTTSOG tho

If you are really ambitious, you could mod it. My suggestion, enjoy a different take on leadership. WIA is conducive to small unit action where the commander is the key, not the army organization.
That is, WIA and AJE offer commander centered games; while ACW2, ROP, RUS and Napoleon offer organizationally centered games with leaders a factor.
