My objective towns are neutral?

I dont understand why and how my towns are neutral and GB towns arent. I only control one objective town but they have 3!
One is Philly I moved a minor unlocked general there I even put him inside philly for a turn just bc I was trying anything to get the vp.
Can anyone help me understand why all these objective towns that are under my control are listed as neutral?
