Are units locked in the first turn, or am I being stupid?

I finally sat down and really devoted time into getting into this today. Sat down, blew through the tutorial, no big deal....I start up the 1812 campaign off the tip of a forumgoer here....And there is a lock next to every unit that I see and I can't move them except within the province they are already in...Am I missing something? Thanks

The War hasn't started yet, so the Americans can't move probably. I've only played as the British, and they can move, but IIRC a message will pop up on turn 2 announcing the US declaration of War. I assume that then your free to move.
