Halfway up the flagpole

So first I notice those little flagpoles with the flags flying above the towns. And on closer inspection I realize that some are at halfmast, some are all the way up the flagpole. And then I remember reading something about that several years ago, but can't for the life of me remember what it means.

So my question is: what are those flags on the flagpoles, and why are some of them at half mast and some of them flying at the top of the pole. It's not random.

I was fascinated by your contention that some flags fly at half mast. I examined all my current games and all my past games for which I still had files. I have not found one single half mast flag.
Is it possible that you could post an image of a flag at half mast?
I love to explore the meaning of contentions such as you pose.
Others may have seen this phenomena. Me, I do not see what you report.

Image quality isn't very good becauseof the low resolution jpeg's.


Compare the flagpoles at New York, Bergen, and Perth Amboy to the flagpoles at Hartford and New Haven.

I'm not hyper-observant and I'm not making this up. I think Pocus posted about it a few years ago in either the AACW or BOA forum, and it may be an undocumented feature.

Trouble is, like Nora Ephrom, I remember nothing...

AFAIK, No significance in game: just a graphics quirk.....

....or, a local Magistrate has died, requiring a half-staff salute in memory.... :D
