Controlling Objectives?

Something I've forgotten (or never understood):

How exactly do I "control" one of my objective cities in WIA?

Right now I'm playing American in the 1775 campaign. I have troops in Manhattan and 100% military control, but it's still listed as "American Objective City (uncontrolled)," and I don't have credit for it on the objective summary page. It's the same story for some other places I believe I should easily own (e.g. Pittsburgh).

Meanwhile, the British player seems to "control" objective cities (i.e. he gets a flag on them in the objective list) that he occupies militarily, even if loyalty is stlll 99% rebel.

So how does this work again?

It is necessary to have a regular unit. This can be a Continental or a State unit with a non-militia status. Militia, irregulars and Indians cannot do this.
