Winter damage while in a structure?

An army can suffer damage from harsh weather while *in* a structure? How exactly does this work? Is there still a benefit from being in a structure? And how can one shield from winter damage, if being in a structure does not even prevent it? :confused:

Hi
if i remember correctly, you have to be on a structure located on a region you have more than 50% military control. So if the region is contested, you just arrived there or are under siege by and enemy with high MC, the structure will not protect you.
