Supply in tooltip

Playing FIW, Brits, latest patch and COM mod. Hardened attrition on as always. I am wintering in Isle Aux Noix, armies with a supply consumption of 103 a go. Fort, harbour and depot present. The tooltip when hovering on the region says the supply generated is 26, which I believe roughly equates to 130 supply. Ok, there is a blizzard and the harbour is frozen, but the depot and fort should be giving me enough supply each go. Is the tooltip saying supply generated 26 wrong, it hasn't factored in the frozen harbour, blizzard and reduced supply from the fort? I'm asking because I got the text message that the army there was partially unsupplied.

Do you have a fleet at port? They also use up supply.
Not sure if the supply tooltip takes into account weather conditions.

Yes I had a fleet, that was included in the total supply needed of 103.

the 5x per 'chit' is a 'rule of thumb' approximation, not exact
What color is the region with the 'supply filter'?

Region with supply filter on was green, can't remember how dark or light green though.
I thought I saw somewhere that the supply filter doesn't take into account multiple armies in the same region. It shows green for each of them individually but doesn't tot them all up.
Dont know where the "5x26=104, not 126" comes from though

Was the force that suffered partial supply motionless from previous turn?
..or had it just moved there the turn you got the message....

Just gone back to the turns in question and looked at it in the cold light of the morning.
Nov- Army took Isle aux Noix previous go. This turn set bateaux to build depot, will take 15 days. Supply obviously used by them while building. Also another naval unit in harbour which will need supply. The army had 98 supply and needs 99 a go.
Dec- Army is partially supplied and depot has been build, supply is now 26 from region.
I'm guessing the depot doesn't give supply for this go so the army suffered.
