Building a Fort

Hello,

Can a Fort be built anywhere in WIA?

Also, does it require supply like Building a Depot with 2 Beateuax or 2 Supply Wagons?

Yes anywhere, need an artillery unit and a supply wagon to do so. Must be at least at half strength, ie two whole elements in each.

Ahh, this leads to one more question. If you have 4 elements, does it just use up 2 elements and leave 2?

No, it will use up the units completely.
The idea behind this is to not let you use one completely trashed supply/gun unit to build a fort. So at least 50% strength (tow out of four complete elements of 3 or 4 damaged elements with more than 50% strength).
