Non activated leaders

Not sure if this has been brought up before but I'm playing with the "non activated leaders can't move" option checked, always do. But they can, OK they can't assault etc, etc, but they can still move even if not activated. Have noticed that it's been like this for a few patches but am not sure if it is WAD and the tool tip on the options page is wrong, or if it is just not working. Or is it stuck on the previous setting of being able to move but with penalties?
Playing at the moment with the community mod, but noticed this before.

They'll move OK in regions that their faction controls, and lock with a percent probability in enemy territory.

They've been locking for me.... [usually when least desired :( ]

Tool tip on the options page needs changing then.
I'm sure I've been getting non activated locked leaders even in regions I control, Clinton in Boston for example off the top of my head. Will keep a look out for non activated movable leaders in enemy controlled areas. Basically it's WAD then that non activated leaders aren't automatically locked?

Yes its WAD. I don't know the exact system, but its related with military control as lodi says. But there is also a % roll, so you can be lucky and able to move with an inactive leader on small MC regions and get unlucky and locked on a high MC region.
Also, bear in mind there are other type on locks on stacks for historical reasons: garrisons and the like, armies locked for some turns to model historical inactivity (for example at 1775 campaign start British forces on Boston remain locked in place for some turns).

Yes I know about all the other types of locked units, Clinton arrives after the starting British forces in Boston are unlocked, just talking about non activated leaders here.
I think the tool tip in the options should be changed from can't move to can move sometimes ;)
