Carolina 1776 Question

I am new to BOA 2 and have a very basic question. I capture Willimington
and Dorchster [as the brittish]and own 96 which is a strategic city [at end of game] but can't find another strategic city. Are level 2 cities strategic? 96 says it's strategic but none of the others say this, or am I just not seeing another strategic city. In my last game I had 31 and the Americans had about 40 and it was of coarse a stalemate. I think I'm very close to winning it. Thanks
