Why can't I build a fort?

Campaign 1755. British.
I have a very big army in the region besides Louisburg. I've plenty of artillery, and supplies, but the build fort button is not enabled. Why?

We shall check that, but may be because your control level on the region is not sufficient

After a couple of turns with my army in the region, the information panel says controlled by Natives (100%), and if I press the filter showing the controlled regions it appears as british (red).
By the way, I'm able to build a depot, but not a fort.

Is the artillery damaged or under-strength?

Mmmm, I don't think so. But I'll check it.
I've been making some tests and ... could it be that you can only build a fort in a region with a city? The manual doesn't explain how to build a fort neither the conditions to meet.

On AACW in fact you can only built forts on cities. But i'm not sure about WIA... let's see what th experts hae to say about it...

Normally in BOA you can build forts everywhere except on Indian villages...I have to check if this feature was maintained in BOA2
