OK... so do militia and irregulars get 25% faster replacement or something? What does this mean? I haven't noticed any raiders or anything spontaneously appearing.

Each year both sides in the grand gampaigns get militia units in regions in which they control strategic towns. This leader increases the chances of getting them.
Related to my experience with WIA it is very useful to put some of the leaders with that ability in charge of some decent garrison in certain strategic towns dispersed over the map.
This advice belongs to both sides.
In this way you will get the most out of the recruitment of militia units.
If you then setup some of the leaders with the ability "training_officer" in the same towns you will get some experienced and trained units like the Provincial for the British and Continentals for the Americans very soon.
