Promoting leaders

Have latest patch installed.

I get notification that a leader is eligible for promotion and have no idea how to promote him. There is nothing that I can find in the manual. From this forum, I have gathered that there is suppose to be some form of a "medal" icon/toggle but for the life of me, I cannot find it.

I've double-clicked on the leader to pull up the detail and nada.

What am I missing?

Item 7, you see a grayed-out 'promotion button' peeking out in the bottom row
