Don't read the weather type as a 'literal' description!
Turns are 30 days in WIA, so the weather should be thought of as 'prevailing conditions'
- Fair = Generally warm, dry. Good for campaigning.
- Rain = Wet, reasonably warm. Travel difficult on land, increased but not excessive attrition [mostly from slower travel].
- Snow = Cool or cold, muddy thaws or light snow. Forces in 'the open' will suffer attrition somewhat from exposure. Travel moderately difficult.
- Frozen = Cold. A 'normal' winter. Snow on the ground. Moderate to severe attrition to forces in the open. Land movement difficult, with high attrition. Northern water areas are frozen over, preventing naval movement, but allowing some land troops to cross rivers 'on the ice'.
- Blizzard = Harsh, severe winter. {Think February in the Adirondaks, Deep winter in upper Canada} Severe attrition to exposed forces. Naval movement not possible [gales, ice floes, etc.]. Travel will probably destroy elements of your army.
Also, 'countryside' supply is reduced to one degree or another in non-fair weather.....
