Leader promotions

I had the chance to promote Charles Lee during a Southern scenario and did not do it the turn it was available.

Next turn the unit said "promotable" but I could not click the promote button.

Is there a time limit to promote a leader?

Yes you can only promote a leader if he has seniority of 1 or 2...or if he has gained a certain amount of seniority in a single turn. If you don't promote them they will lose a seniority point each turn that you don't promote them. This is what probably happened in your case.
