About supply and harbor controls: The Supply system in BOA2 is one where there is no supply network. Each supply source is a bit like an island generating supply for the region it is in and the adjacents ones. If you want to be resupplied, you have to fall back to such a region, and that's all. You can consider wagons as your 'manually handled supply network' though.

How can I check the Engagement Points I am earning each turn i.e. how can I know how many will I earn ? Is there a list of them somewhere well hidden in the game. Manual says only
16.3 Engagement PointsU
Engagement Points (EP) are the currency used for Military and Diplomatic Optons. They
are earned in several ways:

™ Capturing of Objectives and Strategic Cities
™ Maintaining Merchant vessels in the Ocean Commerce areas
™ by event

Note: EP's are earned every turn, and are accumulated until 'spent' on Options.

Merchant vessels and events produce messages telling you EP, if any they get.
Strat cities give you 0.25 EP a turn, objectives from 01. to 0.3. You get both list from the Objective Page of the ledger.

There is no summary table of your gain for now, sorry.

I'm guessing this is a design decision, but wasn't the Richelieu navigable by boat at this time? Not an expert by any means - just wondering.

I forget if it was but there is a portage there so you can move bateaux through it.
