The "path finding" logic is trying to move the force via the Frozen River region, but some of the units are not allowed to do that. This is a bug.

I can trace a reasonable path to Berlin (in 14 days) by ordering "zone by zone" through Torgau - Eisenach - Berg - Berlin. This will allow your game to continue while the "Master" deciphers this bug.
