Ok, have done the British Army's reforms. Just curious when I try to make more divisions it says I'm limited to 5 divisions. It has been a few months when does one get to form more divisions? I have 2 Armys and a number of Corps. When is the division restriction lifted if ever?

You are so far ahead of me in game play, but I think the reform is more about army and corps relations than the number of divisions. Division numbers are more about efficiencies, that is, combining units to maximize divisions.
