I have the latest patch as at Nov 2012. My problems is that the French general leading a small force, who has the 1% population conversion icon, has been in a Spanish region for 4 turns yet has failed to budge the population from 100% Spanish. I have also noticed that north of Barcelona, a corps made up of various nationalities but mainly French has also had no success in converting the population. However, an army and a corps near Madrid, without conversion icons, immediately changed a 100% Spanish region to French! Am I missing something?

Beware that you might be mixing population loyalty and military control... I say that because your last example seems to indicate you speak of military control, whereas the first example might be about loyalty.

Loyalty is super hard and slow to change. MC, not so.
