A good way to confirm that a patch is most likely correct (regardless of the displayed version info) is to check the game engine .exe file to have a date stamp close to the date of the 1st post in the patch thread.
In the case of this patch, the NCP.exe file was last modified 3/13/2011, the exact same date as this patch thread was initially started, pretty much confirming that the patch is correct though the version info was not updated.
