Is the 16 max per region hardcoded or stored in a file somewhere?

Yes please. I was making my mod and changing the models and units and I wanted to bring things into relation with one another. So I want a battery of artillery not to cost the same as a regiment of infantry. My only choice is to go up from the battery level which would make all the infantry brigades cost way too much compared to the 16 limit. So I thought if I increased the limit to keep it on scale with the unit increases I'd be good.
