Event reducing strategic command rating?

Is it possible to reduce command strategic leadership for a three or four month timeframe using an event.

I would like to reduce strategic leadership rating of all leaders by one during the winter months to reduce winter campaigns. I am thinking November through Febuary.

Is it possible at all? If so, any hints on how to create this type of event?

Not possible directly. What you can do is alter the Model type of the generals to a more 'dormant' one during the 4 months, then switch them back to normal after. Quite some work, as you need then one new Model entry for each such general (but perhaps you can limit yourself to the 3*). See in the AACW DB how militia can 'mutate' into conscripts for example.
