Foreign intervention editing

Have some question as regard:
1. looking at AACW_inc_CMN_EventsForeignEntry14a:
EvalForeignEntry; Dice|100
What does it mean?
2. How to set the Intervention points value to have Foreign help actually triggering?
...Suspect that's related to Dice|100!
3. A copy of Excel file editing Foreign Intervention for American Civil War Grandcampaign scenario from WIA will greately help me!
Possibly to have it any way?!....Public post, PM, e-mail?
I plan to compare it with AACW_inc_CMN_EventsForeignEntry14a to grab secrets behind Foreign Entry editing.
