Sleeping events

I'm using scriptreport.txt to monitor events activation: some events I could not see activated in the game are reported as sleeping in scriptreport.txt.

What's is the exact meaning of sleeping?
Can a sleeping event be activated later?

"Sleeping" events are events which are not allowed to run since they already occurred as often as they are allowed.
To (re)activate these events you can use ChgEvtOccurs and SetEvtOccurs.
